Judith S. Bloch, Founder/CEO, Variety Child Learning Center (VCLC), is a pioneer and activist in the field of special education. One of the first to recognize the need for early intervention, she established a preschool for children with learning, language and behavior problems, including autism, along with programs for their families (1966). Ms. Bloch's advocacy efforts contributed to the establishment of IDEA, a Federal entitlement program, and she continues to advocate for public policy changes that address the needs of children with developmental disabilities and their families.
